Evaluating several kinds of information systems by the two axes of Break-through and Culture, a portfolio was obtained that indicative of the direction for the development of information systems which create an environment leading to further innovation and evolution in the new Information Culture. The process of developing an information system must take into account its effect on the development of the new Information Culture as well as being based on the accepted influences of the many aspects of business, including break-throughs on business processes.
