In recent years, English as a foreign language (EFL) instruction in Japanese kindergartens and nursery schools has increased annually (MEXT, 2011). As a natural progression the need for appropriate Syllabus design and the importance of suitable material selection for young learners (YL) cannot be overlooked particularly as these issues are viewed as it is instrumental in promoting learner motivation (Hughes, 2014). The present study investigated the design of a materials selection tool that may be used as an assessment tool for selection of potential commercial materials for the purpose of implementation in a Japanese Kindergarten setting for 5-6 year old EFL learners. The design,evaluation, and pilot test of a materials evaluation tool were provided as well as possible gaps in the evaluated material identified. In an effort to satisfy the criteria for the desired materials,a presentation of supplemental materials was provided.
